Governor Kathy Hochul and the Department of Health have continued to recommend vaccines, including updated COVID-19 boosters, for adults and children

Vaccine Mandates?

Most of New York’s 2025 vaccine-related bills are still sitting in committee, and because the Legislature runs on a two-year session cycle, many of them will automatically carry over into 2026 unless their sponsors withdraw them or leadership decides to reset the docket. That means the debates we saw flicker this year about vaccine rights, mandates, and reporting are almost certain to reignite next January when lawmakers return to Albany.

A few bills in particular have drawn attention for what they could mean if they ever made it to the floor.

One, Assembly Bill A4798, would block the administration of COVID-19 mRNA vaccines in New York until the Department of Health conducts a state-level study proving that benefits outweigh the risks. Another, A3807, takes a more sweeping approach by prohibiting any mandatory COVID vaccination in the state and establishing a kind of “vaccine bill of rights.”
