Urban blight such as the existence of deteriorating, substandard, vacant of abandoned properties is a problem everywhere to various degrees. Vermont has the highest number of vacant properties in the United States according to a recent the New York Times article, And that is why H714 was introduced to create a blighted property special fund to assist municipalities with making improvements to blighted properties
